Yep. Should've done some research. It just seems odd that a Pokemon that's part FLYING type can't learn Fly. Especially since Zard is fairly large and clearly has wings. Well, GameFreak clearly agreed with you on that one, given that Charizard gets access to it in Yellow and in every game onward.
